Managing Director
Declan Gordon Carroll has over 30 years experience in economic, industrial and enterprise development both within the public and private sectors. Originally a construction professional he also holds a postgraduate diploma in Business Strategy and an M.Sc in Management.

He was employed by the Irish Development Agency (IDA) one of the world’s most successful foreign direct investment (FDI) and enterprise agency for over 17 years. He has worked also, extensively with the EU and its agencies and with national governments and enterprise support agencies in Europe, Eastern Europe, South America, the Middle East, Africa and South America in developing and implementing enterprise, innovation and competitiveness policy and support structures aimed at improving both the competitiveness of individual enterprises and the enterprise environment.

In this he draws on his experience in capacity building, mentoring, and training, and in innovation development to ensure that not only does the knowledge transfer but that it and the methodologies are imbedded in the structures and staff of the client organisations. His experience includes establishing and managing ECBICs, and in the policy formulation, initiative design and management of Clusters.

Having operated as an independent management consultant he assisted individual companies (both SMEs and MNCs) develop successful strategic development and internationalisation plans, and in securing appropriate funding from private and public sources. In his career he has assisted in the development of over 500 business development investment proposals totalling over €200 million in equity, bank funding and grants.
